I think the following measures should be implemented:

What the government needs to do

Under the Animal Welfare Act 2006, secondary legislation, provide protection for dogs from the suffering and premature death which is the result of inherited diseases and traits. This could be added to DEFRA's Code of Practice for the Welfare of Dogs (PDF).
  Adopt the principle: 'No one should breed companion animals without
  careful regard to characteristics (anatomical, physiological and behavioural)
  that may put at risk the health and welfare of the offspring or female parent)' .
  Ratify the European Convention for the Protection of Pet Animals.
 Fully support the recommendations of the Independent Advisory Council on
  Dog Breeding.
 Implement the permanent identification of dogs (PI)
 Support the online veterinary Disease Surveillance System (VetCOMPASS) which will provide anonymised data on breed specific diseases for
  companion animals (developed by Paul McGreevy, University of Sydney, in
  collaboration with the RSPCA and Royal Veterinary College)
Support the implementation of the British Veterinary Association Animal Welfare Foundation (BVA AWF) and RSPCA Standard Puppy Contract, including website facility for delivery to the public, and legal protection insurance.
